UE4 Unreal Engine blueprint programming/scripting

I am a UE4 content creator, looking for a programmer to do some blueprint/scripting work. I have a client I update modular assets for who’s ideas are larger than my ability to execute on their strict timetable. No time to fumble about you see. The basic idea is to generate a local private-use “tool” to view various asset layouts inside proposed building geometries. An archviz helper of sorts. This isn’t a game, this isn’t some marketing wiz bang presentation. It needs to be simple, basic and straightforward as it will have very limited people using it, but are from different background from interior designers, to engineers, to office admins. While ideas are great on the board, cost is where the rubber hits the road. To that end I’m breaking this down into three parts so that I can gage just how much my client likes his idea. I’m separating the simpler stuff from the more… challenging stuff for this reason. To that end I am going to request a quote based in parts: A, B and C. Programing Quote A • Camera that can: o Travel around a room, FPV style o Can snap to predetermined points o Can switch to an isometric zoomed out view, hide the “ceiling” and navigate around the view in a user controlled orbit • Overview features: o Mini map of room o Showing camera and how it is pointing o Furniture outlines o Important internal wall features like electrical outlets, gas lines, etc Programing Quote B • UI Database: o that can pull up a list of modular assets (tables chairs, shelves etc). o can filter by type (furniture, utilities, etc). • Drag and drop assets onto a room layout. • Can rotate assets in 90 degree increments. • Save/Load layouts. Programing Quote C • Can hide/unhide walls to reveal power lines/ gas lines/ outlets/ etc. • Can evaluate when assets are within a door opening radius. • Can evaluate when specific assets that, for example are electrical, are too far away from an outlet. • Can output to desktop/mobile • Can output to VR • Can output to AR To get the ball rolling, please let me know your questions and any additional details you need to generate an estimate.
