ffmpeg conversion

i need a simple page which allows me to upload a media file (video as well as audio) and then convert it to a flv (flash video file format) file on the server using FFMPEG. Server is a virtual private server with windows 2003 server OS. Installing latest version of FFMPEG is also a part of this bid & I would provide login details to the server to the chosen coder to install FFMPEG on the server. This page should pass parameters such that the output video quality / size / file size all should be similar to what you see on dailymotion.com. I do not need any fancy interface or anything else however it we want a upload progress bar. Also the page should support multiple file uploading upto 10 files. The progress bar can display progress for each file as it gets uploaded or it can display progress for all the files together whichever you prefer all we need is the ability to know how much has been uploaded in %. Please note you do not need to embedd the output in player or do anything else, simply write the file to a folder on the server and display its url to download after conversion is over. I would like to use asp.net for coding however i am open to the use of PHP as well as long as it does what i have asked for.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
