Replicate an existing website in WordPress (hosted by GoDaddy).

The project is to replicate the attached website under WordPress. I am going to setup WordPress instance with GoDaddy before the bidding closes. The only reason I have not done this yet is because I want to make sure that you can implement site in Drupal - if not, I can create a Drupal or Joomla instance instead, but WordPress is preferred.
The current website is hosted by Adobe Business Catalyst and I will provide the winning bidder with all of the HTML/CSS/JS files and images from the Business Catalyst admin portal, but I can not give you access to the Business Catalyst. The website is currently live at [url removed, login to view] and a ripped version of the website is attached to this posting (ripped with HTTrack). In case changes are made to the live website during this project, the ripped version will take precedence.
Requirements:
- The site must be identical to the existing site except the bottom of the page should display:

- The website should be setup so that new content (e.g. blog and news item) can be added easily. Also, existing content must be easy to modify.
- Disable all comments on the news and blog entries. We do not want visitors to have the option of posting comments.
- All of the forms on the website will send an email to specific email address (may be different depending on the form). The email should list all of the information entered into the form as well as which form was filled out.
