Java Library to Display TIFF Files

I need you to write a library that will allow a Java program (which you also provide) to open and display TIFF files. The files to be used with the program are 8 1/2 x 11" text pages, scanned at 600dpi. When my program opens those files they look huge on the screen and the computer becomes very slow. You should fix those two problems. I would like those 600 dpi TIFF files to look at a quality level similar to the way they look under Windows Picture and Fax Viewer or Adobe Photoshop. You should provide scrolling, fit to height and fit to width. You must have experience with the Java Advanced Imaging (JAI) class.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
