I need to know property development project is feasible

I have a friend who is asking me to invest $500 a month over for over a decade to purchase 40 acres to develop. He believes that 20 people providing $500 a month for a decade will be able to buy and develop 40 acres in what will probably the U.S. state of Georgia. Among the things he has proposed in development is a food truck park for 200 food trucks, a concert venue, a restaurant, enough housing for over 20 families. He also wants to build a self sufficient water system and electric system. He has more recently suggested as starting by leasing camping & RV space and selling firewood from the property at the start. What would be the cost of all my friend is proposing? Both in terms of buying and maintaining. Would $500 a month across across 20 people be feasibly cover those cost? Is my friend's assertion that this is a risk free development with no risk of losing money accurate? I am asking since I have limited experience in housing
