Create cmake skeleton for embedded project

Need a new cmake project created that has a stub C file that accesses the anjay library from AVSystem ([login to view URL]), need this project to also include mbedtls without requiring installation of the mbedtls apt package so it is easier to cross compile.
End goal:
1. simple project with main.c and cmake files.
2. Anjay, mbedtls and any other dependencies as git submodules (I can manage this, so you can just put the source folders in the project)
3. CMake should support building dependencies as well as the main appliaction.
4. Ideally test compatibility with using a cross compiler such as the raspberryPi compiler.
