Ireland Company Looking to add Northern Ireland as Delivery Option but Not Rest of UK Woocommerce Site

We can't seem to get this to work.
We added Ireland and United Kingdom and then put Wildcard for UK to only accept BT postcodes which is Northern Ireland but didn't seem to work.
When we set to Ireland and United Kingdom we don't get county dropdown for UK.
What we need someone to quickly setup is the 26 Counties to show for Ireland if select Ireland which is does but then also show 6 counties of Northern Ireland if someone selects United Kingdom (but not any of UK ones ideally)
