Web Designer for inner pages creations

I'm looking for a webdesigner or a company for long term basis to create inner pages based on existing wireframes from my original homepage+1 inner page design that I get designed by my another designer.
what I need from this designer(s):
1- Speedy delivery
2- Accuracy and consistency
3- UX skills when putting components on pages
4- written comments for my PSD->XHTML developer to do what on each element if needed such as jquery related.
5- Good knowledge with standard web sizes and RGB colors.
6- using 960 grid system.
7- using the shape tool to create boxes, buttons, elements, icons ... etc.
8- arrange the layers inside folders and call it regarding to group like "header, footer, newsletter, slider ... etc "
9- use Photoshop notes inside the PSD files
Since this is a very long term ongoing project for many projects billing will be $10-$20 per page for all number of pages depending on complexity of pages which will be decided a head of time.
I will be hiring multiple designers as I have many projects to deliver and to design.
