Tiny script for a fixed footer container

Hello, I need a tiny script for a website. When somebody viewed the page from a mobile then there should be a fixed footer / container. In this section I want to put banner ads.
Following should be editable:
height of the container
background color
width should be 100% of the mobile display
There should be fit banners for adsense - html script code.
When the user scrolls the footer should be visible any time.
