Build Custom Email Marketing Platform with Reply Tracking and Auto Followups -- 2

We need a programer to build us an email marketing platform that we can host on our own server. It must have bounce, open, and reply tracking and be able to automatically send followup emails only to people who did not answer the 1st email. It must have an easy to use and professional looking interface. Woodpecker and Reply App are examples of similar platforms. The deadline is November 25th.
