Wordpress - Throttling - Security Issues - URGENT

Please only respond if your ready to start immediately as this project is extremely urgent since it's effecting the performance of my sites.

I need someone that is efficient with MySQL, PHP, Wordpress, to take a look at my account and figure out why I'm having issues.

My hosting account said my sites are performing bad and i my "CPU is throttling" so i need to optimize it.

I'm also seeing some errors messages with my wordpress sites.

Please see attachments to try and determine what the problem is.

My budget for this project is around $30-$50 and we need to start ASAP.

The ideal provider would have excellent feedback with a history of completing projects quickly.
