I'm looking to build a site with similar functionality of these two sites listed below:

The Admin area, where I can upload & add video posts for streaming, picture posts, game posts, weird news posts, and it's all seperated into categories, along with an ad rotation script to manage the ads.
Option for users to register, so they can submit comments about the posts and submit media (has to be approved by admin before appearing on the site). The site would be updated with content daily by me logging in the admin area and making a post and uploading any media such as a new game, new video, new photo, or a news post, so each post should have the day submitted and time, who submitted it along with the category, and then gradually move down the page based on the date, then into the category archives.
I'm looking for someone who can do the PHP scripting for the site ALONG with a nice front-end design as well. I need it to look as good (Frontend) as those two sites I showed as examples. Those layouts are very clean.
Scripting language of choice: PHP
Datbase preferred: MySQL
Please place bid for completion of entire project, scripting plust the front end design.
I forgot a couple features, just so as there is no confusion. Take note that as shown on the example sites, there should be "Send To A Friend" option, and a "free to link to this page" message under each individual post page. For example see: http://collegeclown.com/viewvideo.php?id=7
Keep in mind the design should be a three column like these two sites mentioned with room for ads at the top (see junkclips.com) and on the left and right columns.
A simple contact form & trade links form page needed as well. Of the two layouts I prefer the junkclips.com one.
