I have a page & mobile PSDs that needs to be converted. PSDs as well as full details / requirements are contained in the attached zip file.

Requirements

1. I don't need SEO optimization stuff, the project will be hidden behind login.
2. I *do* need speed optimization, and code (html, css, js, etc...) must be commented.
3. Browser compatibility: Firefox 2+, IE 6+, Safari 3+ (Mac/PC), Opera 9+ and Google Chrome 5+
4. Fonts must be resizable.
5. [url removed, login to view]: I will test the result in Nokia E71 Symbian as well as BlackBerry, I will be using Opera Mobile. I will provide feedback if you don't have access to these devices.
As a general rule, when it comes to the S60, I really just mean supporting Opera Mobile 11+ and Opera Mini 4.1+
Blackberry: I'd like to test devices having OS above 5.0 or below as well.
iPad, iPhone & Android compatibility will be required too:
iPhone / iPad: iOS 4
Android: Ideally I'd like to fully support Android 2.1 (or later), but if it's not possible to work with 2.1, at least Android 2.2 must be supported.
6. Sticky / width stretch header (ie. if the browser window is resized, the header should keep 100% width)
7. No "real" function needs to be coded (ie. login, logout, db calls, etc...), just the UI (along with few animations here and there)
8. For the js part, jquery 1.6 (or later) should be used
9. Layout = Liquid
10. Layout Horizontal Alignment = Center
11. Section 508 Compliance
12. Tableless, W3C Valid XHTML 1.0 Transitional
13. Regular markup only is needed.
14. There are a One-Level drop-down menu ("Tools"). This menu should be extensible (ie. an extra <li></li> to add a new item shouldn't break the menu) to multi level menus if needed, I'm pretty sure I'm going to add/change few items in these menus in the future.
15. Jquery plugins to be used:
a. Flexigrid: with the UI specified in PSD

b. Splitter, you may use your own if you prefer. There are several plugins that do this:

If you're familiar with a different lightweight splitter, please be my guest. In any case, the splitter must look like the PSDs.
16. I don't need Dreamweaver or any special software compatibility (I just need something I can edit with a plain text editor)
17. I don't need Print Version CSS
18. I don't use or need custom fonts
19. I don't need SSI or PHP Includes
20. CSS Frameworks: I'm really not comfortable with them, but go ahead if this simplifies your task.
21. You have to code the collapse/hide panel button. If the left panel is hidden, the left splitter should be hidden, too.
22. I only need th slicing & jquery implementation (were noted), I don't need you to code the login or any extra php/coding functions.
23. Most (if not all) buttons have hover states defined in PSDs, you must take them in account.
24. Obviously "1. [url removed, login to view]" actually contains the same page with different tabs, real width is shown in "1. Mobile (Search).psd"
