Redesign a website using Joomla or wordpress CMS and creating registration form

I am looking for a professional freelancer who has an extensive experience with the development of database based websites. I am looking for redesign my website, creating new logo and color scheme to make the look professional and eye-catching. The design should be responsive, i.e. the site’s layout will auto adjust to the visitor’s device/screen width for optimal viewing.

Website should be based on Joomla or wordpress CMS. Website areas such as content pages and news articles, and promotional sliders or areas need to be easily updatable by the site operator. Website backend will need to be secure and upgradable.

The work will include the development of secure registration form and visitor should be encouraged to “sign up” or “register” on the website and fill out a form (fields to be decided).. Register visitors will have full access to the site while guests will have limited access.
