Create a mobile application for a recruitment agency

We wish to create the Beta version of a new application to trial.
The app will be required to work on Android and iPhone.
The format is relatively simple and is related to the job recruitment agency field of work.
This is how we perceive the application to work:
The "back-end" user experience:
1. Now I am calling this the back-end very loosely, because this back end user will actually be the client who uploads a job vacancy via a web based application or web browser. Each client will need log in access to be able to add the job details.
2. This "back-end client" will need some extra options which we will discus with the programmer such as:
> An aesthetically pleasing and easy to use interface for uploading/cancelling/amending jobs.
> Some custom fields which they can select to filter the job applicants (such as skill level, experience etc.)
> An option to make payments directly through this back end system to our company by paying the invoices for each job.
The real "back-end" user experience:
1. This will be our company who will need to simply monitor the job vacancies uploaded with the option to approve/remove/end any job applications.
2. We will also need to be able to suspend "back end clients" who have not paid.
The front end user experience:
1. The app will be user focussed.
2. It will be an attractive and professional utility allowing the front end user to do the following:
> Upload their CV and online profile.
> Instantly accept job offers.
> Get paid via our company (as we are the agency who pay the user).
We will work closely with the programmer.
