Character builder for a website(similar to Bitmoji)

I need a character builder to allow users to create their own avatar when creating an account.
The system should be able to concatenate various svg files together to create characters and mix and match to create unique avatars.
In addition, the system should be able to dynamically adjust the position of other parts based on some trigger (e.g. user's button click). So you should be able to modify your facial expressions or arm / leg posture based on user interaction.
