Web Design for Software Sales

I need a web layout design with a top window and interactive menu and a left frame with a news scroll about 10 lines x 20 chars which reads from a text file on the server. I then need a product pull-down menu on the left, with some other generic links.

I also need to get CSS to customize my shopping cart. I will attach documentation explaining the style sheets and the shopping cart.
