Build a Website - Learning Management Solution

I need a website for learning Management of Students . Students can login based and see the relevant content based on their standard / board like (ICSE or CBSE in India ) . The site will have option to upload content like Questions , notes , video on each topic that is releavnt to the students standard. There should be provision of registration using facebook , google plus or websites own login . The site should be fully configurable and admin shoudl be able to manage regsitraion , boards(icse,cbse etc ), classes, subjects ,chapters,topics , student information . content management, Notification to registered users using email/ sms etc . Site needs to be connected to payment gateway to receive online payments when student wants to upgrade his course . Fully Configurable Site is required . Technology Java,My Sql/Sql Server ,html5, . There are various types of users of the site like -Student, Tutor/Teacher, School, Parent. Everyone will have their relevant information / dashboard .
