Build a website and an app

We would like to have a website that can be converted to an app (in both google play and apple store). The main core of the business is to build a platform where venders can sell their products to their potential customers via the app.
The website & the app should be able to show:
- info
- HQ pictures
- prices for the full year calendar
- payment methods such as visa and master card, and also provide several payment options: just a deposit, a percentage of the full price or the full amount. Since the products are expensive, we want to give people a chance to pay a down payment and maybe complete the rest with venders in person.
- the ability to give every vender a username to login and update their profile and prices, and also let me know when they receive the full price from the customers so we can send coupons from our partners. Also, the ability to close any day of the year that has become unavailable.
- location for every vender, preferably to be applicable to google maps
- a method of communication
- the payers should be to make
The traffic shouldn't be very high, however, we expect a lot of information and pictures.
The language should be in both English and Arabic
