As the project lead, I am looking for an experienced Chrome extension developer with a proven track record, who can assist me with audio stream capture from different websites, randomly chosen from a specified list.

Key requirements for this project:
- Chrome API proficiency: The successful freelancer should be adept in working with Chrome API, as the extension needs to work seamlessly with Chrome.
- Past Experience: Evidence of past work and successful Chrome extension development projects.
- Audio Capture: The ability to capture audio effectively from specified sites, even after the popup menu has been closed.
- Specialization: The Chrome extensions should be designed for Manifest v3.
- Preferred Audio Format: The extension should capture and download audio in WAV format.

I just want a code module that allows audio recording to continue in the background even if the user closes the popup (i.e. chrome extension panel) during audio capture.
The version must be Manifest v3, not Manifest v2.
