Build Twilio WordPress Platform and email based database to pull data from - Instant Email/From to Call Back functionality, text to speech whispers, recording, client login, reports

Must have Twilio API Developing experience and examples of work. Please read fully before reply to this project, all details and full understand is important. Thank you I am looking for a Twilio Developer/team to build a log-in based WordPress software called Call IQ around the Twilio voice system. I will be using the full international voice services (although predominantly UK based) and the call recording functions of Twilio. Also integrated into it as the CORE function is the ability to be able to turn a form submission/email with a name and phone number contained within it, into an instant telephone call between the company/client and the prospect/lead. At the start of the call a whisper including the leads name will be heard before the person is connected. See example. Person fills out a enquiry form on my website: Name : John Smith Tel: 07746708247 Product : product X Details : random non important details This email goes both to the companies’ inbox, but also to the software/database (via email), the Twilio software then is able to read the database. It will hold this data and It will then call the specified number/s associated with the company/account and then prompt them with "you have a lead from your website, press 1 to be connected" then when they press 1 will tell them before dialling the 07746708247 number that lead name is "john smith" and potentially also tell them “interested in product X” then it will dial John Smith instantly. From start to finish this process must take less than 60 seconds and essentially be instant. CallDrip currently do this very well and have a fantastic platform of which we can back see for an example (although they do not use Twilio, they were previously a call services company so have the technology in house). I also have full access and use a Twilio based service that currently have the functionality called CallSling, I can give you access. CallSling is both too basic, and outdated and I do not own it. I want to build my own new platform that I can build on more and more as time goes on to add functionality and design. A good example of a WordPress based Twilio platform is ACT (Analytical Call Tracking) which I have access to also. They do not have the core functionally that I require of instant call back from website/email enquiries. Note that the call back feature is always triggered via an email into our email based Call IQ system/database. The new platform will be entered by clients by logging into a WordPress website upon which they can see reports and call recordings. Twilio offer great back end reports that we can pull into our system and make them our own. I think we would like need a email based database for all incoming emails/form submission. Then the Twilio platform will pull the data and act on it from this database. This will allow us to be able to make changes to the received data/emails layouts to ensure that our Twilio platform is reading the right “name” field and potentially other fields such as “product” to give the company/sales person we are calling more detail upon them pressing 1 to be connected with the lead. I understand this is a fairly large project and will take time. Again Twilio experience is absolutely required. The outline I have provided of how to do this is based on my fairly limited software/coding knowledge and from a call with Twilio this seemed to be the best approach, naturally I am open to suggestions and ideas.
