Rich Trivia App or Web App -- (New, Updated)

If you consider yourself a geek and gamer, there may also be some fun incentives to give you on top of the final quote, details on that will be given to the person chosen for the project.-=- PROJECT: Looking for a trivia system that will run itself and keep tally on players, scores, etc via irc-style chat, and will display rich graphics, videos, and sound. Looking to duplicate the system shown in this video for a twitch channel: [login to view URL] I leave it up to the developer to figure out the best route to implement this, whether it be as a windows app, or a web app, etc, as long as it can be captured and displayed through wirecast, gameshow, OBS, and similar on twitch and can interact with twitch's IRC style chat via their v3 or v5 API's. Open to reasonable suggestions in budget, and is certainly negotiable, but contract will likely go to whoever feels they could implement a comparable version of this in a quick amount of time. Developer does not need to provide trivia questions, sounds, media, etc, the team that will be using the final product is technically proficient and can populate questions in a mysql db, provide video, audio, and picture media in h264 mp4, mp3, and png/jpg respectively, in whatever manner the final product requires. NEEDED FUNCTIONS: (All of these are shown in the video provided) -Countdown to new rounds, new questions, etc, with animated bar at the bottom like shown -animated ellipses in text -functionality: ability for not just questions, but categories of questions for sorting, but still able to be chosen at random from any category. -display of questions, video, audio, pictures, as well as ability to automatically mute background music for questions with video/audio clues so that the clues can be heard, but go back to audio playback after -Display of current question number on screen -animated background -ability to take answers to questions from chat, keep track of them, and weight and award points for correct and incorrect answers accordingly. -ability to display leaderboards on screen -ability to display current background music info (song, artist) -functionality: should play sound when tallying answers like shown, and sound for display of correct answer as shown. -additionally, being to show an indicator on answers that were highly voted on the most but were incorrect (ie: >80% of responses were that answer, which was wrong) -color and graphical elements should be easily customizable (ie: if this is a web app, a css file or xml file or similar where styles and graphics can be changed to new looks, and if an actual windows/unity/etc app, ability to change elements and colors via xml or some other form of config file. -entire project should be created to be displayed natively at 1920x1080, with no visible menu bars, etc, like the video.
