Convert basic homepage and theme design to WordPress with Elementor PRO and Hello theme

This is a very simple project. We may have you build out the rest of the pages if this goes well. We are looking to convert our PSD design to a working model. We have a homepage mockup. We have Elementor PRO installed and the basic Hello Theme. We would like to have the homepage built out to look like our design mockup. We will provide a logo and image export for the slider. We would like the global header and footer set up to look like our mockup.

Requirements:
-make changes on our test server, we have the demo live with plugins and theme installed. We started the header already.
-don't install plugins or extras, if you think we should use one please advise first, but we don't want to slow the site down
-don't write custom code or modify theme/functions file
-use elementor and save templates or items so we can use again and style items in elementor so we can use them across the site without re-desiging them (heading styles, etc)
-try to use as little features as possible with elementor so we can keep the site loading fast
-use elementor slideshow
-use correct image sizes
-keep mobile friendly design in mind
