I'm new to this service but extremely competent in video editing softwares and experienced doing work like this professionally. I also have experience in audio and I can take a look at fixing the audio of that one scene that you mentioned but it depends on the quality of the recording. The last thing you said is little bit difficult and require additional plugins and could not be done easily ,rather we could get the singer voice isolated and add another crowd ambience from outside.

First of all hello! The first part can be done pretty easily, the cut&move, and the volume also will be increased without any problem. Unfortunately if there is only one audio file there is no way to decrease the crowd..
