PowerShell Script to Migrate File System to MS OneDrive

We have the following requirement for the right developer: Write a powershell script to mass upload file directory of 130 users and upload to OneDrive. These are personal directories that need to be uploaded to the prospective user's OneDrive. The upload should not have any filetype, size restriction. The upload should include the meta data of created date, modified date, directory, and etc. The shell must be written for an administrator to run, and push directories remotely. No interaction with the user should be required. The powershell script must be descriptive and the developer must provide support throughout the process until the shell is ready for production and execution.
