code a downloader for programs

need a coder to code a program that can download other programs when I add the direct URL of .exe files the program should have a builder that can build the builds after adding the list of URLs into it, and then after running the build it will start download and execute the programs that specified in the builder ,also it should have an option to execute the programs into memory as well.
