It communicates with a [Arduino with RFID-Reader] connected via Serial and offers a self made "Pipe-Notification" service primary for a Windows Credential Provider for logging in User if specified RFID-Tag is presented. If I understand right, you are looking for a Console-App that makes a Bridge between Serial and IP-Network (UDP/TCP/HTTP like). Since I'm still extended features on my little Project recently and I can fit your projects requirements it would be a good task for me. I also can offer you to make the Application as a Windows Service - this would make it independent of User-Session (you don't need to login after system restart).
