Simple batch file or something similar

I'm looking for someone to write a simple batch file or something similar to that fact, which will do the following (must work on all different editions of Windows regardless, it would be great to make it work on Mac OS too but i'm open for suggestions):

1) download a shortcut icon from a specific location on the same drive where this batch file is, but if the file is not found, then it would download it from a specific url to the desktop, start menu icons, and "all programs" section in the start menu, as well as set F11 key to automatically run this shortcut.

2) download another shortcut icon from another specific location on the same drive where this batch file is, but if the file is not found, then it would download it from a specific url to the desktop, start menu, and "all programs" section in the start menu, no need to set a shortcut key.

3) set internet explorer (all editions), firefox (all editions), google chrome (all editions), and safari (all editions) to a specified homepage url which i will give you.

leave the possibility to add more functionality in the future, as i might request such things from the same bidder, if i ever need more features.

NOTE1: we do not release any milestones until work is 100% completed as per requirements. NO EXCEPTIONS.

NOTE2: make sure your bid has accurate turnaround time and cost, or DO NOT BID.

NOTE3: a similar software costs $[url removed, login to view], so if your cost is outrageously high, then don't bother bidding, as long as your bid is acceptable, then plz bid. of course based on the the lowest bid vs experience will win the project.
