A macro to extract address out of CSV file to OpenOffice Write

I have a csv file with address data in. I need the macro /script etc... to export some house / flat address data and export it to Open Office Writer to a label format for printing. The macro needs to be inteligent so it needs to be able to do the following:
Example of fulll address in the UK / England:
PAON is the first field required, this could be a number or a house name either 111 or Nelson House ( ignore if blank)
SAON is the second field required which for example is Flat 1 (This for Flats only and will be ignore if blank)
Street is the third field which could be Devises Road ( ignore if blank)
Locality is the fourth field and will be text like Wilton ( ignore if blank))
TownCity this is the fifth field and is the town or city for example Salisbury ( ignore if blank)
County is the sixth field and is the County for example Wiltshire ( ignore if blank)
Postcode is the seventh field and is the postcode for example SP2 7JN ( ignore if blank)
* If fields Locality, TownCity or County are exactly the same only export one of them, no repeats please!
The macro needs to be inteligent and export the following 2 Examples and any address in the correct order and with no blank lines otherwise this looks unprofessional when printed on lables:
EXAMPLE 1
The OUTPUT 1 below is achieved by exporting for line 1 PAON ignoring SAON because its empty i.e its not a Flat, then Street is on the same line as PAON.
Locality is on line 2
TownCity is on line 3
County is on line 4
Postcode is on line 5
* If fields Locality, TownCity or County are exactly the same only export one of them, no repeats please!
OUTPUT 1:
111 Devises Road
Salisbury
Wiltshire
SP2 7JN
EXAMPLE 2 (Flats are different addresses to houses and the Flat Field must always come first):
The OUTPUT 2 below is achieved by exporting for line 1 SAON
PAON and Street on line 2
Locality is on line 3
TownCity is on line 4
County is on line 5
Postcode is on line 6
* If fields Locality, TownCity or County are exactly the same only export one of them, no repeats please!
OUTPUT 2:
Flat 1
63 Devises Road
Salisbury
Wiltshire
SP2 7LQ
* The Macro needs to deal with a csv file that may have 7 fields or 16 fileds in total, so it will have to be inteligent to find the fields above mentioned.
