its an app where one user can post a vacant house and put up the vacancy for bid to book the house. the bid amount will be sent to the individuals app account but wont be able to access it until the other party sees the place and meets the owner then the amount will be accessible. it must have an admin panel as well as full control of the app by the admin. The app should be able to notify the user that a vacancy is open depending on the locations they want to receive notifications. that means there must be a payment option. The bid amount is sent to a bank account of the admin but when the two parties agree on the booking then the amount is sent to the other user. the admin gets 5% of the bid amount.
