Video Surveillance Backend/Client System

I'm considering a project that would involve the ability to monitor up to four cameras with Facetime quality windows with 2 way audio. This would be a fee for service environment so I would need the ability to set-up the usual admin/moderator/user environment, but also the ability to sell things - so an ecommerce environment too - you could purchase items as well as purchase and upgrade your "FooVideo" subscription. Remotely you could log in with a screen or an app with password to the the screens, which may be 1 may be 4, so a screen display configuration - 1, 1x4, etc. Audio controls for speaker, talkback. Compressed data would/might be stored in the cloud optionally. Would be great if it could be built off off a standard platform such as Joomla or Druple. Further would like the ability to control IP:Port devices - relays over the web connection. User scenario - user logs in remotely, enters password, sees home screen with 1-4 embedded video screens showing 1-4 cameras from that location. It would be desired to have some sort of motion sensing and ability to store single frames - once an hour, upon motion, upon sound etc. We can discuss more details. I would like to start with a POC with specs, and then could do a phase one, phase two approach with pricing.
