I need a twilio app built. I know how to code, but I am not familir with Twilio and prefer to farm this out. I prefer a web app, built on node, or even spring framework, c# i dont really care about the architecture, just that it works. It can be command line, GUI, whatever. Basically I have a CSV file of phone numbers i need the app to dial out each number 2 times, the first call will timeout withing 10 milliseconds, allowing the second call to reach voicemail without a [url removed, login to view] it is connected to VM(ifVoicemail), it will play my audio file I prefer this is done via web app, to use twilios web pricing. as I said I am a coder myself, so please do not try to gouge me as I understand the scope of this project. Thanks
