A rural farmers news website with archives on news postings

Rural Farmers in Uganda wish to start a website in which they will post news events on farming. They already have managed to establish a newspaper called The Farmers Voice. Because of limited financial resources, They coul not hire the speciality of local expensive experts in web design. They are therefore looking for anyone who can build for them a site at a cheap rate. They will provide the details of what they can pay for it as soon as someone comes with a rate they can afford. The site must have a module for updating the news content on a weekly basis and what is replaced can be kept in a searchable archive. Please experts, whoever can assist should immediately help us. So far we have a Logo of our news paper and we shall post it to you. We have also made additions for links on the logo.
