predictive quiz - android app 2

Re post as spec of the project expanded close to bid completion date. New spec below. Intro Predictive quiz app. User get to test their ability to predict future events. At first I will offer this only in English but the tech should allow for easy addition of other languages. I am open to tech/framework/dbase type suggestions. Tech should be “native” for android. Access should be via facebook account login. Users will have access to one question per day that will be posed for a yes/no answer. The question will be set by admin. This can be done direct to the dbase, no back end if necessary at this time. This question should be pushed as a notification to app users, clicking on the notification should take the user to “Today’s question” page with the question and yes/no answer buttons. Links to this page and not to the question associated with the push notification will prevent users answering questions from previous days, which I do not want to allow. Questions will be based on the possibility of a future event happening within a set time. Each question will have its own completion date after which admin will answer the question. Question will be available from 00.01 to 23.59 for each member according to their time zone. Questions will have a difficulty score assigned to them. This will be calculated based on the % of users who DID NOT get the question correct. So if after admin has answered the question on its completion date we need a script to run that will calculate the % of wrong answers. So if 74.67% of users got the question wrong then that question gets a difficulty score of 74.67. Difficulty scores should be rounded to 2 decimal places. All background scripts will be necessary so as to populate the dbase as appropriate and serve the data as required by the UI. There are many extras that the project “could” have, this is just the starting point to get something launched and tested. The app will need a “close account” option that removes personal info from the dbase and replaces it with place holder data. The purpose is to maintain answer data for stats and mining. Note: I am aware how this system puts pressure on users to answer the question every day or their scores will be discounted. I plan to add a “take a break” option in version 2.0 that will allow them to opt out of future questions for a period of time without penalty. Further details in attachment.
