As per your requirement, I shall provide a backend field to assign Tag Categories to publication, support of Tag Categories in filtering and tp_shortcode shortcode. As the correct way to extend wordpress or any of its plugin is by using another new plugin, I shall prefer to develop a new plugin to implement your requirements.
