what i would do for you is a script written in php that will handle all the uploading,folders management ,automatic notifications . for auto printing we can use google cloud print to initiate the printing of the form automatically once the upload is finished. for downloading the files to local ftp server a seperate script in php or python will run as cron job with an interval of your chosing to download files automatically. i'm a web developer and system administrator with over 6 years of experience in building large scale custom web applications especially in php. please have a look at my profile for previous clients's feedbacks.
