Need a simple php script for creating new topic on phpbb 3.2.2

We have a phpbb3 (v 3.2.2) forum at <[login to view URL]> We need a php script that will be called from the web with the following parameters: forumid and questionid. For example: [login to view URL] The script [login to view URL] must do the following: 1. In the given forum (as given in the parameter forumid), it should first search if there is already a topic that contains the given questionid. If yes, it should just redirect to that topic. 2. If no, then it should create a new topic in the given forum id with the subject, "Regarding Question <questionid>" and then redirect the user to that topic in edit mode (so that user can enter his topic text). 3. If the user is not logged in already, the topic must be created under a user named "ETS User". The user should not be logged in using this user name. Only the topic creater name should be "ETS User". That's it. Please let me know if you need any further clarification. We have a standard phpbb3 installation so you can test on your own phpbb3 installation and deliver the script.
