Make Changes to 'Publish to Schedule' WordPress Plugin

I'm looking for someone comfortable reviewing a WordPress plugin and making updates to the code that changes some of the ways the plugin works.
I have several writers submitting content to a WordPress site. They write a post and submit to pending, then I review/edit/publish the posts.
I want the posts to publish throughout the day, so to do this, I am manually scheduling each post to publish at a specific time in the future. I would rather the site automatically create a random schedule date and time based on basic parameters.
I found the "Publish to Schedule" plugin ([url removed, login to view]) that seems to do nearly everything I need, but the random times selected for each post are not in order. For example, I open a post, and the random time selected to publish might be at 13:02. The next post might be at 10:31, and the next post at 16:49.
This functionality is nearly perfect--but I would just rather the posts follow a chronological order. In the above example, the random times are great, but I'd rather the first post to publish at 10:31, then the next post schedule at 13:02 and the third to schedule at 16:49.
The posts, being scheduled at random, sometimes get scheduled one minute apart. It would be nice to have the scheduler not allow posts within a certain number of minutes apart--maybe something that you select from the backend settings area.
Please have a look at the files from this plugin and let me know what you think. I am guessing this is a relatively straightforward change to how the plugin works whenever you find out what to change.
