.httaccess GEO redirection with cloudflare

Need a .htaccess file written that can check these things if all match redirect to X location or stay on the site it did request. Ex. one come to [login to view URL] His request hits the .htaccess file and look into the rules. If some of the rules is not ok he see the site he request. If all rules are ok he redirect to another domain. I should be able to edit settings in the htaccess in the browser so I dont have to FTP all the time. Edit able settings: IP language, browser language, what url each browser type should redir to. 1. I need it to set a cookie for each new user. So fF there is a cookie skip all the other rules and allow it to see the URL it did request. 2. "If no cookie" Check the language header cloudclare send, IF ex. language is and US IP goto next rule. If not US show the url it did request. 3. Check browser langauge, if US goto next rule. If not US show the url it did request. 4. If all above rules are right. redirect to specific urls based on what browser. So if Chrome redir to this extern URL. IF firefox redir to this URL. IF IE/Edge redir to this URL. Rest Redir to this url. Its very important this is done in htaccess file in apache. Geo redirection with cloudflare: [login to view URL] I got code examples for each function if needed.
