Freelancer similar COMMUNITY - WORK (offer request)

We need a system (application + website) where users can offer their job to other users. Something like FreeLancer but for different categories of jobs. Jobs offered will be listed in categories (for example: baby sitting, wall painting, gardening, etc.). Users will be divided into 2 categories: -WORKERS -HIRERS On signup workers will fill a form with different fields and also tags and keywords related to the services they offer. They will also have the face pic and the system will create a kind of private page where they can promote themselves and their services. In their page they can also post pictures and videos (like tutorials for example) and write articles. Articles will be listed in a special section of the system and will be grouped into categories. Hirers can confirm skills of workers (like in LinkedIn) and also can write a feedback review rating the worker with stars from 0 to 5. Workers can write a feedback for hirers and rate with stars as well. People can signup with social network profiles. Each worker can accept/decline the job offer of the hirer. Worker will get a notification each time a job offer that matches their skills and range of application will be posted by an hirer. Hirers will get notifications each time a worker is interested to their job offer. Job offers will be listed in specific categories using specific keywords and tags (like in FreeLancer). Users can send private messages the one to the each other. Once the hirer has accepted the job offer will have to pay. The platform will hold a % set by the admin from time to time. The system will automatically detect email addresses listed in messages and delete and also will detect phone numbers (sequences of more than 3 numbers). These details will be unveiled once the offer is confirmed. PREMIUM WORKERS Premium workers are those workers who buy an upgraded membership paying a monthly fee. This monthly fee will give them the right to be notified in advance for new job requests (from hirers); will pay lower % on each job they get, will be listed on the top of the category with bold characters, bigger picture, colored background.
