Development Freelance Job board / portfolio into Web 2.0 Site

Hi there. I run a freelance job board and portfolio site that is just a total mess (the programming) and it needs to be re-developed. Since I am spending the money to redevelop it, I figured that it would also be a good idea to update it to a web 2.0 site as well. I have attached images of what I want the site to look like and you can probably tell functionality from that.

The functionality that I want is as follows:

Portolios & Profiles for each member

Forum

Chat

Community Blog

Jobs

Groups

Questions & Answers

Digg Like Section

There is navigation all over the place to make it easy to get around. The darker blue bar on the top of the screen is where there will be a drop down list of different professions - I just used example professions. It will be more like Computer Professionals and then underneath that will be web developers, software engineers, system administrators, etc. I was just showing you what it should look like, but not using the right words. So, when someone uses the drop down menu and chooses a profession, then they would get to a page where they could browse through profiles or jobs in that category.

In the middle of the screen is where the community blog is. This is where people can add content related to freelancing, business, and careers. People can vote the story up or vote the story down (as long as they are a member). People can comment on article, flag it as spam, submit a related link, submit it to a social bookmarking site (i.e. Digg, Del,[url removed, login to view], etc.), or edit the article. What does it mean when I say that a user can edit another user's article? You can see it in action on [url removed, login to view] ~ [url removed, login to view] - The moderator is the person who posts the article. Anyone can edit the article or add on to the article, but the change needs to be accepted by the moderator or admin (me) first.

On the 3rd column (where it says Hot Resources on the Net) - This is the digg section where people can post freelance / business / career related resources to vote up or down.

On the 3rd column, below the Recent Forum Threads, are recent questions and answers.

On the 4th (last) column, underneath the Google Ad, are thumbnails of the most popular members, the newest members, and top contributors, maybe underneath that can be recent contributors.

On the 4th (last) column, on the bottom of the column is 'most popular site tags'.

Profile. I attached pictures of the profile / portfolio / questions & answers / recommendations / blog / hot resources / and personal network

Questions and Answers. The Questions and Answers section is like the linkedin q&a section or at least similar, so if you want to see how I want it to work, you can look at linkedin

Portfolio. The Portfolio section can be visualized with [url removed, login to view] and [url removed, login to view] that I sent to you. Portolios still need to be able to be emailed like they are now on my site. Individual pictures should also be able to be emailed like they are right now as well, commented on, shared with other users, made a favorite by a user, flag as spam, voted on up or down (although I am sort of wary on making a vote down because this might upset people – what do you think, on images, should there only be a vote up?)

Hot Resources on the Net. Hot Resources on the Net is a digg like section. You can use Pligg as the coding for this.

Forums. We can just use PHPBB3 for forums.

Community Blog. Is it possible to integrate an open source blogging system into the site – this one might work (http://lifetype dot net) ... textpattern dot com … or Wordpress There need to be trackbacks available and rss feeds and good wysiwyg options.

Chat. I had bought Blab! since I already have purchased this software.

Jobs. This site will have jobs (of course). It isn’t a bidding job board, it is a normal job board. However, I am open to a bidding board, if you think that freelancers like this more. There should be a place for users to manage all of the projects that they have applied for. On the left bar should be expandable categories so that people can browse through jobs that way. There should also be search by tags, job field, location, and by job type (onsite, offsite, either, etc). Job should stay open until employer decides to close it. Jobs should have an rss feed.

So this is a summary. I attached pictures that should illustrate what I want.

The site has about 180,000 users and whoever programs it will be able to give themselves premium placement so they show up first when people are looking for a developer. I need this site to be worked on full time so it can be done as soon as possible. The current site is just a mess because of php errors slowing things down. I will most likely give the job to the lowest bidder so that I can afford this project.
