Develop a solid solution for messageforwarding, (Surveymonkey, facebook developer, lists)

Need a freelancer that have experience in programing, facebook developer, surveymonkey or pulling attachments from database for app development. I have a project that is connecting people who need help and people who can help. The thing is that i have this list thats about to get uploaded with alot of tasks written by people that have something they need help with. This is today operated by Surveymonkey. Surveymonkey are allowing to pull attachments so if you have experience regarding this you will be on top prio. First of all the main task is to: Develop a solid solution for managing these tasks for upload. I want these surveys sent to a private place on my webhotel where I can approve or decline the surveys. If the survey are good i approve and survey will be upploaded to "The list". If not an error message will be sent back to the writer. Second task. When the task is later uploaded to the list we need to develop this list to work automatically, properly and look simple. There should be a square section where you can connect with facebook for use of own profile where you can add experiences and website for example. It should be able to mark a few of the tasks in the list for "mass-sending" a message + the connected profile. Third task: When someone who wants to get in touch with the task in the list they have to first choose who they want to help and insert their profile and knowledge and message that will be sent to me where I easily have a private place at my website where i just can approve or decline presentations. If approve the messages will be forwarded to the taskwriter If declined a reply message will say error bla bla bla..
