Create a WordPress Website Home Page Based on a PSD/Illustrator Design/Mock-up, Pixel Perfect Web Design Required

We need to create a Wordpress website home page based on a PSD/Illustrator (.psd / .ai) mock-up on Wordpress (.org). The page needs to look exactly as the mock-up (pixel perfect) and needs to be 100% mobile friendly. We want to use this theme as it's light-weight (fast page load) and easy to use, it is mainly a Bootstrap and WordPress framework and will build pages with Visual Composer Plugin: [login to view URL] Demo here: [login to view URL] The theme is very flexible and you might need to modify PHP templates to achieve our goal. What we want is a light-weight theme / framework so the website pages load fast, we are open to suggestions if there is another theme/framework that can do that. We also need to build the page with Visual Composer plugin (I will provide the plugin) so we can modify the content at any time with ease. Basically the page needs to be a combination of Visual Composer and a lot of CSS. I will also provide the slider plugin (Revolution Slider) and the testimonials plugin. It needs to look great on all tablet and mobiles, it is very important. I will provide all the images, content and font ready to use for the website, there will be no need to slice the PSD/Illustrator file. The only purpose of the PSD/Illustrator file is to get the information for font sizes, colours and visual guideline for paddings, margins, etc. We need to build the page on our server / hosting to be able to see the progress and code.
