Ceate a Online monitoring app

I would like to have an ap created that can be displayed on an extended monitor or main monitor that shows the a list of online and offline computers at different locations over the internet.

Example of the flow I want.

The server will be at my location where I have a static ip address. The client will be sending a ping to the server which when the serve receives it will set the label of that player as online. if the server does not receive a ping / or communication from the client machine the label is set as offline. the interval of the checks should be changeable example check ever minute 10 mintues 24 hrs etc. This should be able to send a notification via email. To avoid having multible emails coming to the account in the event the computer is offline and the check is set to every 10 minutes. We should be able to set email notifications as hourly, daily weekly etc... each computer should have its own time reporting features. Some my be more important than others.
