Build me a website

Hi I'm considering building a competition web site, with the following requirements: - A property will be the main prize, so lots of nice pages/photos on the property and lifestyle of the area (Gold Coast in Australia). I will provide the photos and possibly video. - An ability for me to provide easy updates on the website as to what prizes are on offer and how many entries have been submitted etc. - Entry is by way of payment in AUD (amount to be confirmed), and at the same time, they'll need to submit a written entry. So a payment gateway (to be determined) will need to be there, and so will a database to store all these entries. - Maximum amount of entries to be determined, but I am thinking around 50 000 entries max, with each entry between 50-300 words. I would like the ability in the system to set this. - This competition will only be open to certain states in Australia (so the registration system will need to be able to restrict this). - There needs to be a backend interface to the database that stores these entries. The interface needs to have the ability to have "judge's account"; that allows accounts that I create to login and read the competition entries, and then allocate that entry a score out of 100. This interface will also need to rank the entries by the scores received. - The database also needs an auditor's login so auditors can login, see how much time has been spent reading each entry (i.e. the interface will need to record this when judges login to read entries), pull up stats like whether all entries have at least had x minutes spent reading it by judges. I will need to have the ability to create "auditor's login" too - Link to social media like Facebook - Simple wireframes to be provided before any design work begins to prevent issues for both of us down the track I would like a quote, including how many revisions are allowed etc. Let me know if you have any questions.
