Build me a program that will automatically create alerts in Tradingview

I need a program that will automate setting the alerts in Tradingview. Requirements for the program:

1. Program works with Tradingview website

2. Be able to select which exchange to use (example Binance, Bittrex, etc) in the program

3. Be able to select the coin pair (example USD, BTC, Altcoins, BNB pairs)

4. Be able to create an alert using an indicator for ALL of the selected coin pairs automatically (ex. 100 BTC pairs, 100 BNB pairs set alerts when indicator crossesover a particular value)

5. Be able to have a screen/good graphical user interface so I can select which coins to set alert or if I want to select entire exchange

6. Be able to have different license keys which I control so I can control who can use the program

7. The license key also needs to be tied with the email address of the user so I can control who can use the program

I think this could be done in a program like Octoparse but you could suggest better alternative.
