Build a PostreSQL database in AWS and a JQuery front end to manipulate that database.

We are a water testing company that receives samples from clients and tests them for pollution. We have 2 tables currently. One stores information on samples (such as which client they are from, where and when the samples were taken, etc.) The other table stores information on the tests we perform on each sample and the results of the tests. These tables right now are in google sheets but we wish to move them to a PostgreSQL database. Furthermore, we have a table on a PostgreSQL database running on our AWS server right now that stores information on reactions (think of this as a subset of tests: for each test, there are 3 reactions). We want to connect the first 2 tables to this third table as well and have them interact with one another and autopopulate certain fields in one another based on certain formulas. For example, when information on a test goes to the reaction table, the average value for all 3 reactions should be automatically calculated and placed in the test table. Finally we want a nice JS / JQuery front end to access and manipulate all the data in all 3 tables, including adding, editing, deleting information as well as querying information for statistical analysis (we already have the code for this analysis). We have an Amazon Web Services instance running, you can choose to set up a new database on it or modify our existing database to add the 2 new tables. There are more details, such as connecting the tables to a php based UI we have, but this is the base project. Please include in your proposal your level of experience with JS, PostgreSQL, and AWS, as well as what your plan for this project would be.
