Build a Media Booking Platform in Website, Windows App, Android and IOS Apps

This is for one of our partners who need a windows software, website, Android and IOS App for the same that is: The Media Booking Platform.
The Logic will be:
1. The request will be generated on the website, or manually generated to get Journalists for one upcoming event.
2. The Press Manager either approves it or disapproves the request.
2.1 Upon disapproval, email and sms generated and sent to parties to ge notified.
2.2 Upon Approval, The press manager gets to choose the available journalists (filtered through availability, location and catagory) and make a demand for Photogher and videographer is generated with numbers.
2.3 If the journalist is already taken or booked, The press manager can over rule and make a new booking for the same, a message via SMS and email and notification on app goes to the same person.
3. Photography section gets the request from the press manager, the department head also gets to choose depending upon availability on the same date and time. If one photographer or videographer is given the task, he gets an sms, email and notification for the new booking.
4. Once journalist and photographers are all booked, a confirmation message, with details of persons attending the event goes to all the stake holders.
