Hi, The task is quite clear so no questions. All I need is read only access to that sheet to check the layout myself and reach the cell indices properly. The twitter account to which these will be posted will also need to be authenticated with the script only once for OAuth tokens. Once the tokens are generated the script can post these tweets since it's authorized to act on behalf of that twitter account. If you don't have a specific language in mind I'll use python to implement it. You can run it on any platform but I suggest you to utilize an entry level server so that it cunr 24/7 without interruption. It'll be much likely ready within 24 hours, still the deadline is 48 hours including the tests. Thanks Aydin

My implementation would be a a small program which runs constantly and uses your Google Sheets API information and Twitter API information. It would frequently check the Google Sheets for a new entry and then schedule it for posting on Twitter at the given time and date.
