App & Website to report illegal parking in handicap spots

Looking to develop an app and an associated website with features similar to what is seen on the Parking Mobility App www.ParkingMobility.com. The features would include 1. Ability to take a photo(s) of unmarked cars parked in handicap spots 2. Record date, time and location (GPS or otherwise) 3. Send an email of report to administrator of app and CC sender 4. Keep a record of all reports with a login for end user and administrator 5. End user can see if any action was taken on perpetrator and admin can run reports and update submissions 7. App should be able to show or indicate to users how many and possible location of handicap spots in pre-registered parking facilities i.e. a mall would have to pre-register with the system to have their parking system listed The app must also allow handicap drivers to apply for a sticker / permit to allow them to park in the handicapped spots. To apply you must submit along with demographics: 1. Type of disability 2. Confirmation of disability from any one of a list of registered medical practitioners 3. Item 2 must also include proof that disability requires use of handicap parking spot 4. Permits must be renewable on an annual basis with system being able to flag users in a timely manner 5. Application for permits can be done via the app OR via the projects website and is free for applicants 6. Website should be coded in php and would be preferred if base CMS can be WordPress however not absolutely required Mobile app should be available for iOS and Android platforms and should come with a maintenance agreement for updates when OS upgrades and also for feature / enhancement upgrades. Estimated budget outlined however this can be discussed.
